Richard serves as the Assistant Sheriff with the San Diego Sheriff’s Department and the first African-American appointed to this position in the department’s history. He is an integral part of the San Diego County Sheriff’s Executive Management Team and is directly responsible for overseeing the Detention Services Bureau, which is comprised of seven jail facilities, a complex network of support services, and over 2,000 employees. With an average daily population of approximately 5,600 inmates and a budget of $315 million, the San Diego County jail system is one of the largest local detention systems in the country.
Richard is bi-vocational. He is the Founder and Senior Pastor of Perfecting Grace Church in Spring Valley, CA, where he has served since May 6, 2012. Richard has quickly established a reputation among the clergy as “A leader among leaders.” He is a leader that is not afraid to “push the envelope” and step outside of his comfort zone. He is a man that believes in empowering, educating and engaging those that have a desire to achieve excellence in their spiritual journey.
Richard is on the board of directors of Toward Maximum Independence and is a graduate of RISE San Diego Leadership Fellows Program. This year-long program was designed in collaboration with USD’s School of Leadership and Education Sciences (SOLES), to identify and nurture rising leaders that are capable of engaging in meaningful community change work.
